Question
My problem is when running my motor above 2500RPM it almost stalls starts hesitating normally run at 3800 RPM 28 MPH 3Litre 4 cylinder 1994 Bayliner  Mercruiser I have done tune up plugs points cap cables had carb cleaned gaskets replaced seem like vaccum  problem but not sure

Answer
check the sensor in the dist assesmbly  ..  make sure the accell pump is working...to check it hook up the hose and crank it over for a few secounds... that should let the fuel pressure to build up...  now with the engine off remove the flame aresster,  look in the carb and have some one pump the throttle you should see a squirt down the carb throat..
