Boat Repair/tilt and trim

Question
I have a 1992 Evinrude 120 VE120TLEND.  I cannot get the trim to go up and down. I replaced one of the relay for the up position. Did not replace the other one wanted to see if that one would work. The motor is down and will not raise back up. It has fluid in it. It was working fine at the lake previously. All it does is click. Can't find any loose or corroded wires. Is there anything else it could be? I need to get the motor raised up to replace whatever it needs. My batteries are fully charged. I could really use your help.

Answer
first if the relays are the small square ones then replace them both at the same time... if the relays are good, then the tilt motor is locked up.. try to raise the engine all that you can with the releif screw open, motor must come off the boat to replace the tilt motor..
