Question
I have a 1996 Evinrude 115 that has no spark while cranking. I disconnected the kill wire at the pack and it still has the no spark. I ohmed out the stator and got 500 ohms which is within specs. I used a Fluke 87 DMM and checked AC voltage output (I don't have a DVA). With one lead on the stator coil lead and the other on ground, I get about 9 volts AC. The reading with the leads across the stator is about 94 VAC. Is the stator partially grounded and leaking voltage to ground?

Answer
first I would change the powerpack...   there are a couple of charge coils to be checked....sensor coils should have 1.5 volts or higher at cranking speed....stator output should be 140 or above....you can check for shorts to ground at the sensors and it should be no ohms ..
