Boat Repair/hard starting

Question
I have a 1989 Evinrude 150XP. I had a mechanic change the charging system. When I got the boat back the engine is now hard to start. The engine used to rev to 1500 rpm, after starting the idle went back to 1000 rpm after 10 seconds. Now it does not start at 1500 rpm, only starts at 1000 rpm when it starts. I now have to give it full throtle to start the rngine. Please help. I do not think that the charging system had anything to do with this issue.

Answer
only thing the charging system could effect is the stator under the flywheel...
They are designed  it is called quick start, so that when it starts it will advance the timing untill it senses that the engine is warm then it will idle down after about 10 seconds..
