Question
Trim will only go up. voltage is correct on both solenoids. voltage coming in to throttle trim switch for the down side is only reading 0.76.

Answer
at he solenoids check voltage when trying the trim button.  should be 12 volts at the small green wire for down and 12 at the blue wire when trying the up. 12 volts come from the battery to the control switch, then it either puts the voltage to the up solenoid or the down solenoid.  
If you only had .76 volts neither way, up or down would not work.
