HAD THE SAME PROBLEM WITH MY MARINER 90. THERE ARE TWO SOLENOIDS IN THE ENGINE THAT CONTROL UP AND DOWN. TAKE A VOLT METER AND CHECK THE OUTPUT VOLTAGE ON EACH OF THE SOLENOIDS AS YOU SWITCH FROM UP TO DOWN (LG WIRES ONE BLUE AND THE OTHER IS GREEN-TWO SOLENOIDS) SEE IF ONE HAS LOW VOLTAGE OUTPUT (UNDER BATTERY VOLTAGE AT LEAST BY HALF)
