Boating - White Strip on Boat

Question
I have a Bayliner.  The boat is white and blue.  In the middle of these two colors there is a sticky white tape that goes all around the boat.   It is coming off in places and looks horrible.
What is this white strip and how to I take it off.  It is very hard to take the rest of the white strip off.  Thank-you for your time.

The tape is a 3M type striping and may come off with a petroleum solvent like mineral spirits.  Check the 3M web site for more specific information.  You can replace it with tape again or you can stripe the boat with a nice urethane.  If you go to www.boat-bottom-paint.com they have a nice white Teflon Urethane for $39.98 a quart.
