Popov was only one of many men that Fleming based his idea of Bond on.  He knew many agents and commandoes during the war and was in a unique position from where he could draw his knowledge from.  One his biggest influences was his own brother Peter, who also spied in the war in asia. If you look up photos of him on the internet, you will notice he fits the description Fleming gave of Bond in his novels (he mentions Hoagy Carmichael, and his brother does have a passing resemblance to Hoagy, but since readers at the time would have seen Hoagy in films and in magazines as opposed to his brother, Fleming chose Hoagy as he would have been more familiar).
