Question
why is # 30 not retired anymore
????

Answer
Actually, Richard,

it had never been retired. It was the number Len Bias would have used hadn't he died of cocaine overdose, so since Bias was never a Celtic, the players were free to use it.
After Bias' death in 1986, Todd Lichti, Marty Conlon, Blue Edwards, Thomas Hamilton, Mark Blount and "Bassy" Telfair wore #30.
I hope it helps.
