how is the pap on a ball determined

Answer
You can find the PAP by tracing the first oil ring on your ball............or the closest one to the holes.  Find the center of that ring and mark a spot directly opposite that on the other side of the ball.  Mark that spot and measure from the center of your grip to that spot.  That is now your PAP.
