Question
Hi, I have a Grove Urethane ball and here in France the lanes are very oilyHow can I dull "ruff up" or sand the exterior. Is it literally sand paper? Also could I bring back the shine if I ever needed to?

Answer
YOu can take 320 grit wet/dry sandpaper to dull the surface of the ball.  Any lower grit than that will make it hard to shine the ball back up unless  you have a ball spinner or take it to a pro shop.  It will be possible to shine it back up though.
