I JUST BOUGHT A NEW TANTRUM BOWLING BALL BY TRACK AND I WANTED A BALL WHEN THE LANES STARTED TO BREAK DOWN BUT I WOULD LIKE TOO STILL USE ON HEVY OIL CONDITIONS ALSO. TO GIVE YOU SPECS ON HOW MY BOWL IS DRILLED FOR ME RIGHT HANDER AND THROW A PRETTY STRIGHT BALL WITH LOW REVS AND THE WAY I CAN TELL YOU IT IS DRILLED THE GREEN DOT IS ON THE RIGHT SIDE OF MY FINGER TIPS HOPE THIS WILL BE ENOUGH I THRU THE BALL IN HEVY OIL BUT IT WILL ONLY SLIDE, COULD I SAND THIS DOWN A LITTLE

You can't have a ball for a broken down condition when lanes are drier that also works when lanes are oily. Two different dynamics, two different surface needs, usually two very different layouts.

Changing the surface will help, but with less hand (you said you throw pretty straight and have low revs), I hope the core of the Tantrum revs up strongly enough. For heavier oil, with your current skills, you might want to consider a stronger (asymmetric) core.

Of course, practicing to improve your rev rate will help.
