QuestionI am a part of a two man team league and the question was is there a min number of games one must play for the team to be in the running for the lead... ei... one of the women has missed all but 5-6 weeks of the 22 weeks we have played...

Your league may have a rule. I am not aware of a rule suggestion like that provided to league organizers by the USBC.
She brought the right partner. I'd expect the partner is probably one of the strongest players (ability and average) in the league.
Honestly, having to only give up 10 pins from the rest of the team (the partner) and dictating the majority of the total pins, the strong player has an advantage. Old research from the American Bowling Congress (ABC) pointed out that in handicap leagues, the handicap basis would have to be 114 percent (if I recall correctly)to make most leagues fair to all the players (lower and higher average alike).
