Question
I am a 205 average bowler looking to buy a new ball. My ball speed is about 16mph and have a medium axis/rotation. What ball and layout would you recommend for med-heavy oil.

Answer
It depends on the price range you are looking for, but here are 3 that I would suggest.  These are from lowest price to the highest price. They are all Storm products as they are the ones I am most familiar with.  If you are interested in a different company, I can do some research to find what would be comparable.
The Furious, the Reign of Fire, and the Virtual Gravity.  I would place the pin near the ring finger and the CG an inch or so to the right of the center of your grip.  If your ball speed was higher, I would have suggested the CG about 2 inches or more to the right.
The more aggressive you go on the layout, you will lose some length and make the ball very condition specific.

Good luck,
Chip
