Question
what is the purpose of the 4th hole thats drilled on the ball,does this enhance the impact towards the pin?


Answer
The most imballance you can get is leverage weight. The Heavy spot (pin hole) & the Pin are 1/2 way between the grip & the axis point. Now the ball will have more than 1 ounce side . To get it back to legal weight, you need an extra hole to reduce the weight below 1 oz.
 
The next reason for an extra hole is to change the existing weights in a ball.
REMEMBER AS YOU TAKE OUT THE WEIGHT DRILLING AN EXTRA HOLE, YOU REDUCE THE GROSS WEOGHT OF THE BALL.
 I LIKE TO MESS WITH CHANGING THE SURFACES OF THE BALL TO FINE TUNE IT WAY BEFORE I MESS WITH AN AXIS HOLE.
