Bowling/blocking a bowling ball

Question
On our leauge someone accused another person of blocking his ball is there any such thing.

Answer
That is a term I have not heard used.
There used to be a layout method about 20 years ago that was called block weight.  All that involved was a label shift with an extra hole.  It was not illegal though.

Usually, blocking is a term used with lane conditions.  Blocking is a way to  make the lanes really easy to score on by intentionally making a part of the lane dry.  It would not meet USBC specs either.

Good luck,
