can a league change its starting time if all members but 2 want it changed all captains agree to change

I appreciate your question. Unfortunately concerning rules that change literally every bowling season, I don't have the information you need. I am more familiar with ABC rules, but one thing I remember vividly, the rules required a 100% unanimous vote to change rules during the season.

Check with your local sanctioning body for clarification. Is yours a USBC sanctioned league?

Current rules have changed since I was an officer, and indeed only a vote by the majority of league captains is necessary to make the change you ask about. USBC Rules can be accessed directly through bowl.com and a league rules section
(http://www.bowl.com/rules/rulebook.aspx). Local Association officials mediate disagreements all the time and the rule book is fairly broad.
