Hi
My first question was about slowing down. Are we talking about arm speed ?

Answer
I am talking about the whole motion of ball delivery.  If you only slow down one part, such as the arm, your timing will be off.  You have to slow down the whole physical game.

If you think about arm speed, it should be a constant speed throughout the swing.  Once your timing gets under control, you can start trying to accelerate your hand through the ball at release.  I would not advise trying that just yet.
