Our boxer puppy is about 19 weeks old and pees in his crate during the day.  I make sure he has gone numerous times before putting him in there and I come home after 3 hours to let him out.

Hi Hope. How old is your boy? He's awfully young to be expected to stay in his crate even for that length of time (3 hours isn't a whole lot, but it is to him). The only thing that you can do is to give him time. You may also want to have him checked out just to make sure he doesn't have a kidney or bladder infection. Rule that out, and then give him some extra time. He should be able to stay in his crate for 3 hours in another month or so. Does he drink a ton of water?
