Question
if a male and female have the same mother but different fathes can they mate

Answer
No. Inbreed breeding will create health and even mental issues the same as human inbreeding.

Only a professional breeder that knows genetics can preform selected breeding to obtain a desired offspring with selected and predetermined genetics without issues. This is done with exact knowledge and skipped generations with selected additional bloodlines introduced.

Do not breed related bloodlines. You will only cause serious health issues, including clef pallet puppies, heart disorders, cancer genes, hip dyspepsia, dying puppy syndrome, etc.
