Boxing/masters tournament

Question
My friend is interested in participating in the ringside tournament in Kansas City this August. What are the requirements. Does he have to have a passbook which I have read a bit about or can he just box as an amateur.
In order to compete as an amateur, he will need to register with USA Boxing and get a passbook. If he is over 35 years old, he will also need to have an extensive physical before he registers.
