Question
I have a Japanese male friend (39 years old) who has been boxing in Japan as
an amateur for a few years. He is over the age limit to get an amateur boxing
license in Japan, but was wondering what the qualifications and procedure is
for getting an amateur boxing license in the US for a Japanese national?
Some state which will not discount his age. Any advice or information you can
give would be greatly appreciated!
Look forward to hearing from you, Melanie!

Answer
Your friend would have to register as a Masters Division boxer and would be limited to competing against boxers over the age of 35.  There is one non-advancing tournament a year where he might be able to compete providing there is at least one person in his weight class.  He would also have to live here in order to get registered.
