Hello Melanie,
  When scoring a bout do you judge power at all or is it simply the target area has been struck.

In amateur boxing, a legal scoring blow is one that lands with the white knuckle surface of the glove, with the weight of the shoulder behind it (no pitty-pats), in the scoring area.  Every legal punch counts as one point.  Power, ring generalship and aggression are not criteria for amateur boxing.
