Boxing/Permanent Residency

Question
Hello, I was just wondering why permanent residency is no longer sufficient to participate in national tournaments or advancing tournaments that would lead to international competition? I was reading the 2010 USA boxing national championships fact sheet and it said permanent residency was "no longer sufficient" to participate, so I'm guessing that at one point it was enough. Thank you for any response.

Answer
Permanent residency was never a consideration for senior national tournaments - have always had to be a U.S. citizen.  Some years ago it was okay for the Junior Olympic National Championships (ages 15 and 16), but that was changed.  Now - any athlete participating in USA Boxing events leading to international competition must be a U.S. citizen.
