Im trying to find information regarding the voting process for the boxing hall of fame as well as information on Ceferino Garcia's eligibility (is it still possible for him to be elected?)

The best way to get an overview of the voting process, and to learn the eligibility of specific individuals is to contact the IBHOF directly.
