Thanks for the question.
I'm not sure if you're referring to amateur boxing or professional boxing, but I would recommend putting in some time as an amateur official if you've never judged at all. I believe some commissions even require that experience, but I'm not sure if Pennsylvania is one of them.

To be an amateur official, you'll need to register with the Local Boxing Committee (LBC) for USA Boxing in your area. To learn how to do that, go to http://www.usaboxing.org/10_1577.htm and follow the instructions to register. There, you'll learn how to contact the registration chairperson in your area, who can put you in touch with your local chief-of-officials.

If your interest is in professional boxing, you'll need to contact the Pennsylvania State Athletic Commission directly at

Since there can be variations in requirements for becoming an official in each state, you'll need to learn from the commission directly what the specifics are for Pennsylvania.
