AnswerHi Dave,
I believe the best way to hang wall units on cement block walls is to attach two wooden 2x4 or 2x6 braces horizontally (attached to the blocks correctly with block mounting hardware) and then attach the speed bag unit to the wood. I believe it is sturdier and quieter that way. Some speed bag vertical brackets have three holes, and in that case you might add a third wooden cross piece such as shown here;

This may also depend on the unit you have. Some of the heavier duty model speed bag units, such as the Ringside ultimate classic

Notice in the pictures of this unit, already include horizontal wood supports - and the wood extends well past the speed bag brackets. In this case, they could act as the horizontal support beams. There no need to duplicate the wood with your own supports. That will just add more weight and move the board out further from the wall.
Also notice there are 4 holes per wooden cross piece. two vertical on left, and two vertical on right side. Depending on your wall, and the weight of your unit, you could probably add a few more bolts or screws in closer to the speed bag brackets.
and you will also see that ringside speed bag wall units

normally include links to hanging hardware and instructions.
Now I am no expert on the different types of cement wall blocks for their are some variations. The exact types of drill to use, and bolting attachments may depend on the exact block size, type you have. Here are some picture samples:

the article below address some of those concerns, but it is not related to speed bag per se. notice it addresses several types of concrete considerations.

Make sure your wooden horizontal beams are level, and then make sure the top of your speed bag brackets are level.
Good luck and I hope this helps you.
