Boxing/title fight from the late 1980s

Im trying to find out if there is any record of a title fight sometime in the late 1980s, I believe in Atlantic City, involving a boxer by the name of Mark Frakes.  

Also, in the case that a scheduled fighter cannot or does not show for the fight, is there some kind of drawing that takes place to replace the contender?

Thanks for the questions.

I'm not familiar with a boxer named Mark Frakes; if you can come up with a little more additional information, such as a specific year or site, I might be able to track the fight down.

The chain of events that occurs when a boxer pulls out of a fight depends on when the withdrawal occurs. If there is enough time, a promoter will probably seek a suitable replacement that is both available and acceptable to the governing commission. Sometimes, the bout will simply be postponed or cancelled.
