Answer
So they have most probably decided that it is malignant after all - only malinant tumors receive conventional radiation therapy. Yes the steroids (dexamethasone) will reduce the risk of her developing brain swelling during radiation therapy (like an internal sun burn). Well in this case it is probably your mother's only chance of getting any treatment at all! She seems too weak for surgery and is probably then too weak for chemo therapy too. Radiation therapy can help her - for a while. But it can not cure her. Malignant brain tumors have a very bad prognosis regardless of therapy unfortunately so your mother do not miss much by being restricted only to radiation therapy. This therapy can prolong her survival time somewhat and perhaps also to some extent and for some time reduce her symptoms. The drawbacks are not many. She MAY suffer SOME brain swelling with head ache and some other temporary symptoms but probably not much. There may be some (often temporary) hair loss. But that is about all. Unfortunately it is not much I can offer in my reply!
