Brain Tumors/scar tissue from brain surgery

Question
My wife was diagnosed 11 years ago with 5 small grade 4 astrocytoma
tumors.
she had 4 tumors removed surgically and the other was a little deep so the doctors decided to try and remove it with radio therapy which after 3 years we had noticed that the other tumor had disapeered.
11 years later after having  MRI scans every year our doctor kept saying theres only scar tissue which we were happy about.
last week after having another MRI the doctor told us he was not sure a) if the scar tissue had grown 5 mm or b)a new tumor had started.
he said he needed to see how we could itentify this  growth.
Can a scar tissue grow after 11 years or is it likely a new tumor maybe started.

Answer
If there is a change the risk that there is a new tumor there is unfortunately rather high but not a certainty.
