Hi my 92 year old mother in law first notices a scabby patch on the top of her scalp 3-4 years ago, since then  has grown like a dry scaly bone like pointed[cone] shaped thing on her head approx 2cm high with a ring of dark scally skin around it, she showed the Dr in aged care he said he would prescribe cream? what is your thoughts on this please

Whatever it is it is not a brain tumor. Those are found inside the skull. I think a dermatologist (skin Dr.) should see your mother in law.
