Question
Hi.  I am a US citizen living in nyc.   My wife is Brasilian.  We need a copy of her birth certificate.  Can you please tell me how I can do this online or by mail?

Answer
I believe she will have to draw up a "procuracao" to allow someone in Brazil to act for her. This can be done at the Brazilian Consulate in NYC.
The person whom she chooses will have to go to the "cartorio' where her birth was registered to ask for a copy of the birth certificate.
I do not believe this can be done by mail or online.
She should check with the Consulate for details. My experience has been that they respond most quickly by email and are rather hard to get in touch with by phone.
