AnswerWow. Youre the 10th Indian guy to tell me he wants to marry a Brazilian. Well, okay...first things first.
You dont need any of those documents to come to Brazil and get married. YOu just need a tourist visa. Then you will get married here on a tourist visa. You can stay for as long as 6 months on a tourist visa, so you dont have to get married the following week!
Once married by a legal representative of the courts -- either a judge or a church -- you will then get a marriage certificate. When you get this marriage certificate from the person conducting the ceremony, you then bring that legal proof of your marriage to the federal police's immigration office. Every major fed station will have one. If you are in a small town, you will have to travel andthis will take you some time. The feds will fingerprint you, and give you a list of documents to fill out. From there, you will get a slip of paper that goes into your passport. It grants you a "stay" in the country. You cannot leave, though, unless they laws have changed. You have to wait for your permament visa to arrive. That usually does not take more than a few months. All of this will cost you a few hundred Brazilian reals. I dont know the exact cost, but it is irrelevant. It must be done. It is under R$1,000 (figure no more than $700).
Once you have your perm visa, then you can apply for a National Foreigners ID. You will apply for both at the same time, actually. Only teh visa will come faster. You need the visa and the National Foreigners ID, called an RNE, in order to work in teh country and travel without a tourist visa to Brazil. THe whole process will take no longer than a year.
Once you have your marriage certificate, it will be wise for you to go to the Indian consulate in Brazil, Sao Paulo or Rio has one, and get your marriage legally recognized in India as well. That way, if you ever want to move to India, you can already have the process in place.
