Question

Answer
As I see it, you have 2 problems.
First, Brazil probably won’t give a tourist visa to a person they think may stay in Brazil illegally to work. A person from a poor country, with no proof of good financial status, is considered a poor person.
This is probably the same reason that Peru wouldn’t give this person a visa directly.
Also it is a long and expensive process to get married in Brazil, even if you are marrying a Brazilian, and includes many documents which must be certified by the consulate and then officially translated in Brazil, the exact list dependent on the individual cartorio near where the couple lives in Brazil. It would be much more difficult for non-Brazilians to do this, involving a stay of at least a couple of months.
