In order to marry in Brazil (civil marriage), your girlfriend must go to the "cartorio" she will use for the marriage and ask for a list of required documents. Each cartorio is an independent business (dealing with recording birth statistics, drawing up certain legal documents, etc), so each can have slightly different requirements.
Your documents must be "recognized" as legal and not forgeries at the Brazilian Consulate/Embassy that has jurisdiction over where they were emitted (probably in India for you). Each document costs about U$20 (equivalent) to "reconhecer".
Then they must be translated *in Brazil* by a translator officially recognized by the government and on a special list. Each page costs about R$60.
Then your girlfriend brings your documents and hers to the cartorio to apply for a marriage date (for a fee), which is usually about 30 days after submitting the documents.
You may go to Brazil on a tourist visa to marry, since there is no special fiance visa for that country. I would make sure you can get a visa before making any plans, because the Brazilian government is now cracking down on economic migrants.
You may want to draw up a procuracao (power of attorney) at the Brazilian Consulate/Embassy in India to allow her to act for you in some matters related to the arrangements for the marriage.
After the marriage, you can apply for permanencia (permanent residence) either in Brazil (cheaper, takes longer:up to 2 years, and requires a surprise home visit) or if you return to India, at the Brazilian Consulate/Embassy in India (more expensive, faster: a few weeks). While you are recognizing and translating your documents for the marriage, you might want to include the police record you will need for permanencia at the same time. When you register for permanencia, you will be issued a temporary protocolo that gives you the right to open a bank account and work, until your permanent papers are ready.
