Breast Cancer/Prophylactic Mastectomy

Question
I had Stage 1 breast cancer in 2003, mastectomy with reconstruction on the right side, no radiation or chemo. Diagnosed in 2010 with new cancer, same breast behind the implant, stage 1.  No radiation as there was no tissue left, also no chemo. I am postmenopausal.  In June I am scheduled for an excisional biopsy in the left breast due to unclear findings during a breast MRI. I have dense tissue and multiple cysts in this breast. BRCA negative despite heavy family history. My insurance will not pay for a mastectomy if I do not have cancer, but I was wondering if there are cancer studies going on that might do this for me. My fear is that I will continue to have left breast issues and a mastectomy while not 100% cure of cancer (obviously) would give me a much greater peace of mind.  Do you know any studies in the U.S. that might fund this?
