Breast Cancer/Herceptin

Question
Would herceptin be of any benefit to someone who was diag. stage 3 and finished chemo 2 years ago.  In light of the new studies on herceptin, oncs are calling back patients to receive herceptin but there doesn't seem to be any consistency as to who gets called back.  If herceptin would benefit someone one year out of chemo why not someone two years out.  What is so magical about the one year mark?
