Question
how old does the tom cat have to be before he can breed my cat?

Answer
Usually toms can start breeding from about 6 to 11 months, depending on breed and of course maturity of the cat. At that time they are considered young but fertile enough to produce sperm.
Sometimes they may be old enough but have no idea how to copulate with the queen, also they may not be long enough in their body to scruff the queen and copulate as well
