Your answer was incomplete.  If the group is playing rubber bridge Chicago style (four deal)then the deal does not pass if the hand has been passed out.  But if the game is straight rubber bridge, the deal DOES pass to the left after a deal in which no player opens the bidding.  See law 22 on page 12 of the same reference you cited.
