Britain/United Kingdom/England/Best place to stay for tourists

Question
I am not familiar with the different areas of London.  We are starting in Scotland and making our way to London.  We are flying in/out of LHR.  We want to see the standard sights (Big Ben, The Tower, etc..) Where is the best area to stay?  We are hoping to spend $250 USD or under a night.  If you have any suggestions that would be great.

I would recommend the premier travel inn which is at County Hall right next to the giant ferris wheel and opposite the houses of parliament and Big Ben. http://www.premierinn.com

My family and friends stayed there when we got married at the Marriott next door and it is about half the price of the Marriott in the same location. You can walk to anywhere in central London from there. Nearest tubes are Westminster and waterloo - if you come from Heathrow you could take the Picadilly Line to Leciester Square and change to the Northern Line southbound and get off at Waterloo.

Not sure when you coming but best to book early as it is a bargain... think its just over £100.00 a night including taxes. They also do an all you can eat buffet breakfast for about £7.50

Other than that lots of hotels around Russell Square - very handy for the British Museum - bit of varying quality - try looking up hotels in WC1 on hotels.com or lastminute.com - If you find something and are not sure let me have details and I can check it out from here.
