Sorry if it's taken me a bit to answer; I didn't receive the original email.

This is the kind of question that is perfect for the Web, as most governmental agencies have Web presences and their sites can be trusted.  I'll give you the URLs for the sites below, but from what I gather the Act gave the government specific control of things that might be injurious to the public health.  This had and has many implications, which you'll see.  Start here:
