The Holy Roman empire is made of German race?

Answer
The Holy Roman Empire was not an empire in the same sense as the others were. It was a loose union of states who recognized one ruler as overlord. At its height the Empire covered central Europe and down into Italy, but it shrank over the years until it comprised mainly the Germanic states. For most of its 1000 year history the Archdukes of Austria were elected Emperor. The power of the Emperor also declined until it was dissolved in 1806.
