What was the actual location where Edward II was forced to sign
the Ordinances of 1311 and who else was there?

Hello Mark. The Ordinances of 1311 were issued at a Parliament in Westminster. As it was a full Parliament most of the important landowners and nobility would have been present. The actual summons was for the "magnates, knights, burgesses and clerical proctors" to attend.
