A scottish historian who wrote about the 7 stages.  Just google "seven stages of decline of an empire".  It is really interesting.  There are charts that outline the rise and decline of several empires throughout history.

I was just looking for this myself and found the answer here...

the 7 stages are...

1. The age of outburst (or pioneers).

2. The age of conquests.

3. The age of commerce.

4. The age of affluence.

5. The age of intellect.

6. The age of decadence.

7. The age of decline and collapse.

I'd say we're currently in stage 6, approaching stage 7.

Expertise

I am knowledgeable about English history from about 1400 to 1688, and then from the reign of Victoria (after 1837). I have a particular interest in the monarchy and dynastic relations of Europe from 1800 onwards. I cannot answer questions regarding the latter Stuarts, the early Hanovers, and the politics of the 18th century.
