Henry VII was an intelligent, well educated man who kept himself up to date with foreign and domestic affairs. He was a devoted husband (it is not thought that he had any mistresses after his marriage). He was religious without being fanatical. He is often thought to have been a miser, but he spent a lot of money on rebuilding and renovating his palaces and the Court entertainments and banquets were often lavish.
On the negative side he was prone to be suspicious of people often fearing a plot or uprising against him. His miserly reputation comes from the fact that he ensured that fines and taxes were collected from the nobility who were duty bound to pay these fines etc. It was his two main tax collectors who were executed by Henry VIII when he became King, an act of revenge by the Lords who'd been "persecuted" by them under Henry VII.
