Question
what should I do when i ask my brother to stop bugging me in the back seat and he will not?  I end up hitting him and then I am the one who gets in trouble.

Sounds like your brother is doing his best to get to you, and I bet it works every time.  You have to remember when he is picking on you, he is subconsciously playing a game of trying to get you to react to him.  The only way you can win this game is by not giving him the reaction he wants from you.

When your brother picks on you, take a breath and remember he is trying to get to you.  Find ways to flip it.  Change the subject, ask him a weird question, ignore him or distract him with another activity.  Whatever you do, don't hit him.  If you do, he wins because you lost control and get in trouble.

You win if you can get him to think about something else other than bugging you.
