Question
There are references in Hindu and Buddhism to the ten quarters of the universe. Any ideas?

also if there is no self what is reincarnated are to what is karma passed on to in the next life?

I cannot tell you off-hand what the ten quarters are, other than that in this context it means 'absolutely everywhere'.
As for your second question, please note that in Advayavada Buddhism we do not believe in rebirth, etc.
