So welfare doesn't necessarily mean that you're poor?

Answer
Well, American society may associate welfare with poverty, but a starving person from a third world country may view Americans on welfare as rich.  People on welfare also get food stamps and free medical care.  People whose income is just above the welfare limit are usually poorer than people who are on welfare.
