I recently took over the ownership of two budgies from my little sisters.  The female budgies cere looks very abnormal.  Here are a couple of pictures:

Hi, Laney,

This looks to me like it could be the female is in breeding condition.  When a female budgie is in breeding condition, the cere turns dark brown and crusty looking.  Does this describe what I'm seeing in the pictures?  Does the bird exhibit any signs of illness?
