Question
Can I breed Budgies right now? In summer, or a specific season?

Answer
Most birds around the world breed in the spring and summer months or when the weather is best.  That is usually the time that budgies naturally go into breeding behavior.  But they can breed at any time of the year.  I've had eggs at Christmas before.  Just keep the conditions right.  As long as they are happy and healthy, and have what they need they will breed whenever they want!
